Extended testing with API functionalities and a temporary test environment interruption due to system upgrade
The Public Revenue Office of North Macedonia (PRO / UJP) has officially announced the start of the second test phase of the national e‑Invoice (e‑Faktura) system. This phase significantly expands the scope of testing and represents an important step toward the system’s future production rollout.
What the second test phase includes
In addition to submitting e‑Invoices, the second test phase enables testing of a broader set of functionalities, including:
retrieval of e‑Invoices as electronic documents
acceptance and rejection of e‑Invoices
cancellation (storno) of e‑Invoices
testing of additional and extended tax indicators
testing of API interfaces and integrations for e‑Invoice exchange
With this phase, the Public Revenue Office moves beyond basic submission scenarios toward testing the complete e‑Invoice lifecycle, which is essential for reliable real‑world implementation across different business systems and workflows.
Test environment interruption and system upgrade
As part of the preparation for the second test phase, the Public Revenue Office has announced a temporary interruption of the existing test environment on Tuesday, 28 April 2026.
Following the upgrade:
previously submitted and received test e‑Invoices will no longer be visible in the updated test environment
testing will continue on a refreshed and extended system version
Such interruptions are typical when transitioning to a new test phase and are necessary to support expanded functionality.
Invitation to participate in extended testing
The Public Revenue Office encourages:
software vendors developing invoicing solutions
companies using commercial or custom billing systems
to actively participate in this extended testing phase. Early testing is critical for timely system alignment and for ensuring a smooth transition once the e‑Invoice system is introduced into wider operational use.
What this means for companies
The launch of the second test phase clearly indicates that the e‑Invoice project is progressing from concept toward practical implementation. Companies that begin technical, process, and organizational preparation early will be better positioned once the system becomes mandatory or widely adopted.
